Can anybody recommend a good, cheap PCI video card with S-cable output?

I've recently come into the possession of an old desktop with a 1.4 Ghz CPU. I aim to hook it up to my television and use it as a dedicated emulation machine for playing Nes, Snes, Sega, Turbo-Grafx-16, arcade games, etc. All I need is a video card with decent S-cable output, and I'm ready to go.|||theres more than one PCI, theres PCI Express, X16, and PCI Express 2.0
