In video non linear editing - is the video capture card supposed to output also the edited sequence .?

I am using a professional video capture card but it wont output the edited sequence so I can record it in a professional video recorder when I render. The HP PC and the video capture card are categorized compatible. Scan converter can be used but the quality suffers.|||There should be a trim bar with the software. Left slide mark indicates the start of the video and right slide mark indicates the end of the video video being trimmed.
