I have a VGA to composite RCA/S-video cable, but its output is static. How can I make it work?

I have attempted to reduce my resolution and play with my graphics card settings, and nothing has seemed to result in an improvement. I dont have an S-video cable so i've been using the yellow composite video cable. If you have anything that can fix this please tell me.|||S-Video 4 pin provides luminance and chrominance. 7 pin also includes RGB. VGA has RGB. You might need a VGA to composite video conversion box.
